  • The Progressive Wage Model (PWM) helps to increase wages of workers through upgrading skills and improving productivity.
  • The PWM for the cleaning sector comes under the Cleaning Business Licence scheme administered by National Environmental Agency (NEA). To obtain or renew their licences, cleaning companies must meet the PWM wage and training requirements for cleaners who are Singapore citizens and permanent residents.

  • The Government announced a six-year schedule of sustained wage increases and enhanced mandatory training requirements.
  • Notably for training requirements ‘all cleaning businesses are to ensure that all its resident cleaners are to attain one mandatory module on Workplace Safety & Health (WSH), and another WSQ module to be selected from a list of approved Core Modules by 31 December 2022.’
